b) Retention of the naval base will reduce the area available for CBD expansion by up to 14 ha net of

commercial land site areas some 60% of the total new

commercial floorspace provision.

c) Retention of the naval base is highly divisive and will

break the new development into two separate areas, а

commercial CBU expansion at Central and an expansion of

Wan Chai. Linkages between these areas will be weak.

d) Engineering problems will also arise because of the reduced water frontage available for essential uses,

and the necessity to carry the trunk road below the

shipping access to the naval base.

Marine Facilities at the Eastern End

6.1 The alignment of the ILC link to the reclamation will cut

across the existing PCWA and typhoon shelter at Causeway

Bay. These facilities will therefore have to be removed

from the present location and reprovisioned early in the construction programme.

6.2 The preferred OLP proposes an area of 15.3 ha (1 600m wharf

length) for an expanded public cargo working ared in

Causeway Bay. The present PCKA occupies about 4.3 ha

including the basin and has a wharf length of blɛm. The

justification for this expanded provision comes mainly from

Marine bepartment's, Port Development Strategy, 1986 which

identified substantial territory wide shortfalls in capacity compared with demand in PCKA area and wharf

length. The arguments for the retention of a reprovisioned

PCWA in its present general area may be
