namely, the present uniform terminal dues rate for LC/AO is considered too high for AO and too
low for LC. Hence, the proposal is supported.
The proposal for the introduction of the 100 tonnes threshold is against the objective of the introduction of separate terminal dues
races for LC and AO. Hence, it is not acceptable to the postal adminstration of Hong Kong. Moreover, it has not been clearly stated.
in the proposal what is meant by "total annual
volume of more than 100 tonnes". It could mean
either
(i)
the combined weight of air and surface
mails exceeding 100 tonnes and both the
air and surface terminal dues are settled
in one single terminal dues account;
or
(ii) the weight of air and surface mails is
separately counted with their respective weight over 100 tonnes, and the air and surface terminal dues are separately
settled in separate accounts. In the circumstances, the postal administration
with mails received over 100 tonnes can
apply either different rate system for air
and surface mails, or the same rate system
for both air and surface mails.
(c)
If the proposal for the introduction of the 100 tonnes threshold has to be implemented, the postal administration of Hong Kong would only
accept it on the conditions that :-
