continued application of the Convention to the Hong Kong
Special Administrative Region (SAR). It is proposed that
the SAR Government and the relevant entities in the SAR
should be allowed to continue to participate in the
activities of the Organisation after 1997. To this end it
is further proposed that with effect from 1 July 1997:
(a) Should the need arise the Central People's
Government (CPG) should permit the SAR Government
to provide a representative, acting in the
capacity of an adviser, to join each delegation
of the PRC attending the Assembly of Parties, and
other meetings when any matter relevant to the
SAR is to be discussed.
(b) The CPG should direct the PRC Signatory
(i) to permit any entity licensed or authorised
by the SAR Government to provide external
telecommunications services ("entity"), using
the INMARSAT space segment to participate in
the PRC Signatory's investment share in
INMARSAT, in the proportion which utilisation
of the space segment through ship, aircraft
and land mobile earth stations registered
the Hong Kong SAR bears to the total
utilisation of the PRC as measured by
INMARSAT; and
