The HKMAO is headed by a Director responsible for both Hong Kong and Macao Affairs. There are two Deputy Director posts, one for each territory.
HKMAO is divided into two divisions: Division I
visits by the Governor and Ministers, and other
Division II deals with JLG-related business.
The Hong Kong side of the
deals with the Basic Law,
non-JLG related matters.
2. PERSONALITIES
GUO FENGMIN
(郭非民
), DIRECTOR
Succeeded Ke Zaishuo in July 1988, previously having served as Ambassador to Bonn. A widower born in Xiamen but educated in Shanghai who speaks fluent German and very good English and, reputedly, good French.
A highly intelligent man with a sharp sense of humour and much charm but a well-armoured, enigmatic personality. Guo has the style of a grandee rather than a back-room boy and possibly feels he is insufficiently stretched in his current job.
Visited Hong Kong in 1989.
CHEN ZIYING (
), DEPUTY DIRECTOR (HONG KONG AFFAIRS)
Succeeded Wang Jiaji (who departed by the Chinese JLG Office in July 1988) in mid-1989.
Born in Peking, 1932. Graduated from Peking University in 1953, having majored in Western literature.
Served Holland (1978-80), London 1982-86, first as First Secretary then as Counsellor specialising in Hong Kong affairs. A member of the Chinese team at JLG I-IV. Returned to Peking 1986. Ambassador to Portugal 1987-89. Has visited parts of the Middle East (Iraq, Egypt).
An intelligent and articulate interlocuter. Happy to indulge in social conversation on a wide range of topics. Collects Qing dynasty postage stamps and is said to be fond of Shakespeare.
Married to Ren Jinmei.
Excellent English.
CUI MINGTANG (
Appointed in early 1989.
), DEPUTY DIRECTOR (MACAO AFFAIRS)
Has served in Denmark and (twice) in the UK. Latest posting was as Ambassador to Trinidad and Tobago. Contacts with Embassy very few to date.
