This paper is divided into 5 Chapters. Chapter introduces the paper and Chapter 2 sets out the background.

Chapter 3 sets out the details of amendments to the Legal Practitioners Ordinance necessary to give effect to the proposal.

It will be necessary for the Chief Justice to make rules relating to the admission of foreign lawyers, as he has done in the case of the admission of Hong Kong solicitors, and for the granting of permission to foreign law firms. The precise form of these rules will need to be Chapter worked out in consultation with the Chief Justice.

The Council of the Law Society has power under section 73 of the Legal Practitioners Ordinance to make rules relating to practice.
