I agree with the main lines of Alan Paul's submission of 13 November and the

accompanying draft letter to the Chief Secretary. In so doing, I should

like to reaffirm the principle surrounding the allocation of the costs as

between the votes of the Diplomatic Wing and ODA.

2. The costs of returning the boat people to Vietnam, including the

capitation fee demanded by the Vietnamese, should properly be borne on

Diplomatic Wing votes. The cost of assisting the reintegration of the

returning boat people into their communities, in the form of economic and

social development activities, should fall to the aid programme.

3. In this context I think our aim should be to fund a number of community

based projects in such fields as health, education, water supplies and

agricultural development the kind of things that can make some impact on

the quality of life in local communities in the relatively short term.
