Vietnamese Boat People in Hong Kong: Financing Questions
The Secretary of State has seen your submission of 13 November and Mrs Chalker's minute of 20 November. He has approved the minute to the Chief Secretary and this is now issuing. He has commented that although it is sensible to get the provision from the Treasury to cope with a further influx next year his hope is, as you know from Mr Wall's minute of 21 November, that we can find an arrangement whereby newcomers are screened and returned almost immediately rather than taken into the camps and held there for years as at present.
The Secretary of State would also like a note on what exactly is happening on the question of the Regional Processing Centre.
