3. DESIGN CONCEPT

(A) Minimise geotechnical and site formation works to reduce construction

period and captial cost.

use existing flattish area for Stage I accommodation for 10,000 VBPS

use existing helipad site for Stage II accommodation for additional 10,000 VBPs

use best of existing buildings capable of conversion to new needs, e.g. LPG or DG scores, generator/diesel stores, switch rooms

etc.

all in preference to dotting buildings over hillsides with extensive slope cutting, retaining walls, increased underground plumbing, electrical, drainage services, fencing and increased security and management problems.

(B) Maximise the use of 3-storey buildings to afford space in camp areas

for group activities.

(C) Maximise facilities in view of remoteness of island to give

reasonable measure of self-dependence,

(D) Permanent and reliable building services to avoid health and safety

new pier by CE/PW to provide berthing depth of 3m

(E) Crowd control, management

- 5.2m high fenced compounds to facilitate crowd control, security

and camp management
