transfer, I would be grateful if you could agree the immediate provision of additional funds from the 1989-90 reserve, amounting to £2.9m to be split between the Diplomatic Wing and ODA votes as necessary. I should also be grateful for agreement in principle to spend up to approximately £28m on other elements which may fall into 1990-91 and beyond.
