1. The task of dealing with the many problems currently

stemming from the influx of Vietnamese boat people into

Hong Kong is already very complicated.

The further

difficulties we face when trying to spend funds already

agreed in principle by the Treasury, may appear as

further unnecessary bureaucratic complications to this

already complex suject. You may find it helpful,

therefore, if I set out briefly why these further

complications exist and why they are unavoidable.

Government Departments are, at the beginning of each

financial year, voted funds by Parliament. The funds are

listed in estimates published by Parliament. Departments

can only spend funds on the activities covered by the

published estimates. Expenditure on Vietnamese Boat

People (VBPs) is a completely new activity as far as the

FCO is concerned.

Unfortunately, the next chance we

have of applying for formal Parliamentary approval to
