I have made some manuscript changes and deleted several paragraphs on finance, substituting three of my own as indicated. Mr Paul has already said that he thinks the draft needs some improvement, with which I agree. I would be grateful if you would consider urgently what amendments would be in order from your side and return to me. I will then return a clean draft to Mr Paul, suggesting he submits to the Secretary of State through Lord Glenarthur, side copied to Mr Patten.
