VIETNAMESE BOAT PEOPLE: ACTION PLAN

1. Mr Maude has seen Mr Guy's action plan submitted with his minute of 15 December. He has commented that now that it is clear that the Americans will prevent multilateral progress at SC(3), our aim must be to persuade UNHCR and Stoltenberg to agree to monitor those compulsorily repatriated. Mr Maude therefore agrees that an early meeting with Stoltenberg is highly desirable. Otherwise, the highest priority is to continue to press the Vietnamese to reach an agreement with us on further compulsory repatriation and a quick turn-round scheme.
