Hong Kong telno. 3277 of 3 October indicates that Mr Walker left his post with the HKG in May 1988. His clearance will therefore have lapsed. The Hong Kong authorities will need to arrange for his clearance to be "topped-up" before he could travel to Hanoi, and should be advised to set the procedures in motion as soon as possible if Mr Walker's appointment goes ahead.

There may also be practical difficulties in Mr Walker working in the Embassy if he has only NV clearance the level to which he was formerly cleared. He could not, for example, have unescorted access to the confidential area could see Secret papers only on a need to know basis, and could not attend office meetings where sensitive matters were likely to be discussed. It may well be that these constraints will not prevent Mr Walker carrying out his monitoring duties, but it would be helpful if you could let me know how it is proposed that Mr Walker will fit into the Embassy and its work. HMA Hanoi should also be aware of the constraints on Mr Walker's attachment and agree.
