platoons of the Tactical Response Squad of the CSD will
be deployed on a standby basis in case there is any
disturbance. They will be authorised to use the minimum
necessary force to ensure the success of the operation.

Monitoring the returnees will be carried out initially
by our Embassy in Hanoi. I have also spoken to Timothy
Raison and Lord Ennals who, subject to confirmation, have
agreed to visit Vietnam in January to see that all is
vell. We shall continue our efforts to persuade the
JNHCR and, in due course, the voluntary agencies to agree
to monitor. The UNHCR may be more helpful once the new
High Commissioner takes up his post on 15 January. But
auch will depend on whether the 12 December operation
basses off smoothly.
; Whatever happens, we must expect a strong reaction,
both in the media and in Parliament. Our efforts to
ensure that key media people understand the background
continue. We have also been working intensively to rally
support in the House. As soon as news of the operation
