The Secretary of State has seen your submission of 9 August and the minute of 10 August to PS/Mr Maude. He agrees with points 2, 3 and 4 in paragraph 2, and with paragraph 3, of the minute of 10 August from APS/Mr Maude.

The Secretary of State is not absolutely sure about a Ministerial letter to Hocké but he would be grateful if a draft letter could be submitted to him on return (through PS/Mr Maude). If a letter issues, he thinks X he should himself write to Mr Hocke. If a Ministerial

meeting with Mr Hocke were to be arranged, where would it take place? Should we invite him to London?
