- The Comprehensive Plan of Action, which was adopted by

acclamation at the Geneva International Conference on Indochinese

Refugees, endorsed the principle that

'Persons determined not to be refugees should return to their

Country of origin.

The UNHCR has full access to the status determination procedures in Hong Kong. There are nearly 40,000 people awaiting screening and new arrivals continue at up to and sometimes over 400 a day. would not be right for people to have to wait indefinitely before hearing the result of their own appeal for asylum. The future of those determined not to be refugees was made clear by the terms of

the CPA.

The British Government has consistently said that no one will be returned to Vietnam without safeguards that they will be treated humanely, that they will not be punished for having left, and that

their conditions after their return can be monitored. The British Government very much hopes that the UNHCR will be willing to carry out such monitoring when the need arises.
