15. The Government authorities and UNHCR shall consult on the

situation of any child or vulnerable persons such as the aged

and the sick, whose family refuses to take him/her back, with a

view to finding an appropriate place of integration in the best

interest of the returnees. Such refusal will not prejudice the

non-readmission of the applicant to the country.

III. Installation and Reintegration

16. UNHCR assistance to facilitate the installation and

reintegration of the returnee will consist of:

(a) transportation to the returnee's place of reintegration;

(b)

phase one immediate assistance, in the form of a grant

of food for over a period of 12 months, as well as basic

domestic utensils for each family and a housing allowance

(c)

when needed.

phase two reintegration assistance aimed at

socio-economic reinsertion of the individual returnee in

the Vietnamese society.

17. Such reintegration assistance will address the needs of

individuals upon assessment of their occupational and

socio-economic background as well as their place of

reintegration and aim at their productive employment.
