VIETNAMESE BOAT PEOPLE: MEETING OF OD(K), 4 OCTOBER 1989

I submit a speaking note for the Secretary of State for the above meeting, along the lines agreed at the meeting with officials
on 2 October. I have discussed its contents in detail with
Mr McLaren and have reflected his views.

Minutes of the meeting of OD on 8 June 1989
Extracts from the 1951 Convention and 1967 protocol defining the
nature of a 'refugee'.
Extracts from various items in which the British Refugee Council,
Oxfam and Save the Children lent support to a policy of repatriation.
Cuttings of press articles from the 'Times' and the 'Independent'
about Vietnamese boat people.
