VIETNAMESE BOAT PEOPLE: MEETING OF OD(K), 4 OCTOBER 1989

I submit a speaking note for the Secretary of State for the above meeting, along the lines agreed at the meeting with officials
on 2 October. I have discussed its contents in detail with
Mr McLaren and have reflected his views.

nature of a 'refugee'.
