European Community (EC)
Following Mr Delors' wide ranging and philosophical address at Bournemouth last year, this year's speech by EC Commissioner for Regional Policy, Mr B Millan, emphasised a potential positive role for the TUC in EC matters but was otherwise narrow and limited to the social elements in the proposed European Company Statute (text to ECD (I)); nothing new was said. HMG was, as expected, condemned for its general opposition to EC proposals on the Social Charter and in particular to worker participation plans. There was however continuing evidence of the TUC's newly found enthusiasm for European Community affairs.

South Africa
This year saw a less highly charged debate than previously on South Africa. However the TUC is strongly committed to bringing about change within South Africa and are very active in their support for the black South African

Somewhat surprisingly its call for tough sanctions against South Africa. officials from the South African Embassy in London were observed circulating at the Conference. Mr N Willis, General Secretary of the TUC, told me how much he appreciated the work of HMA Pretoria and his staff in liaising with black South African trades unions.

The fraternal delegate from USSR was, as usual, Mr B Averyanov (AUCCTU Soviet TUC). He continued to display his increased willingness to talk

ILO
Mr J Vanderveken, the General Secretary of the International Confederation of Free Trade Unions (ICFTU), in his address concentrated on a criticism of the HMG's labour legislation in the light of purported ILO criticism, grouping the UK with such countries as Romania, Chile and Nicaragua in its The ICFTU 'flagrant' denial of trade union rights, particularly at GCHQ.
