But in commenting on the Green Paper many people referred to the

importance of ensuring that the development of representative government before 1997 was compatible with the Basic Law. Many people in Hong Kong were no doubt influenced by what they believed

to be China's wishes.

The Survey Office which conducted the 1987 review on behalf of

the Hong Kong Government received over 134,000 submissions. All

views were recorded in Survey Office report and takes into account

in conclusions reached. Impression of sharp division of views on

timing of introduction of direct elections emerged from all

quarters.
