But important UNHCR should agree to monitor conditions of all
returnees, whether volunteers or not.

Normal deportation procedures would be used, similar to those used by all countries, including the US, in deporting illegal immigrants (eg Haitians, Nicaraguans etc).
More humane than leaving people in camps indefinitely and avoids more drastic courses eg abandonment of first asylum.
