I would like honourable Members

to think whether Sir Geoffrey Howe's speech was understood by Members of Parliament to me, that the democracy he was

talking about, or the representative Government he was

talking about was one whereby the people of Hong Kong would rule Hong Kong, and not a public Government controlled by

Beijing, because, that to me is the crux of the matter.

CHAIRMAN:

Well, I think that raises broader issues, but

it is not the one that we were discussing at the end here, so

I think we must draw these conclusions to a close and thank

you for coming before us this morning.
