The Secretary of State may also wish to mention our continued concern about human rights violations in Tibet. do not think that we should mention this in advance to the

Chinese.

Bilateral with the Korean Prime Minister

The Secretary of State will call on the Korean Prime

Minister, Mr Kang, at his hotel at 1700 on 24 February. No

interpretation will be necesary. I recommend that we should inform the Koreans that the Secretary of State wishes to

discuss:

a) the prospects for North/South Korean relations.

This might also cover the significance of Korea's growing contacts with Eastern Europe, China and the

Soviet Union;

b)

Korea/UK trade issues.

I do no think that it would worthwhile discussing other

regional issues with the Koreans.

I submit draft telegrams to Peking and Seoul.
