PRIME MINISTER IN TOKYO

Bilateral with the Chinese Foreign Minister

1. The Chinese Foreign Minister, Mr Qian Qichen, will call on the Secretary of State at the Ambassador's Residence at

1900 on 23 February. The call will last for about thirty

minutes with consecutive interpretation.

2. In the short time available I recommend that we should

propose to the Chinese that the conversation concentrates on the following subjects:

a)

Hong Kong

Basic Law;

Vietnamese boat people;

Defence and Public Order.

b) Cambodia

the prospects for a settlement;
