Background

1. Lord Derwent (CV attached) is the Managing Director of Hutchison

Whampoa (Europe) Ltd, a company owned by Li Ka Shing. He was

previously a Director of Rothschilds and also spent several years in

the Diplomatic Service.

2. Lord Derwent has taken a close interest in the nationality

issue, partly because of Li Ka Shing's interest in obtaining a British passport. In a memorandum prepared in June this year he

argued that Hong Kong businessmen should be allowed to qualify for

right of abode in the UK without having to satisfy the normal 4 year residence requirement in this country.

3. Lord Derwent, together with Mr Simon Murray, a prominent Hong

Kong businessman, called on the Home Secretary on 18 July to express their concern about the potential exodus of key personnel.

A record of the meeting is attached. He has also taken an active

part in recent debates on Hong Kong in the House of Lords.
