HMG NOT DOING ENOUGH TO HELP HONG KONG?

Have certainly not ducked our responsibilities.

Kong to shoulder burden politically and financially.

months we have pledged over £17 million to help:

Helping Hong

In recent

£6 million towards capital costs of a new refugee centre at

Pillar Point.

£2 million in support of UNHCR's operation in Hong Kong and

over £4 million for emergency accommodation, including tents

and huts.

Have also announced our readiness to contribute £5 million

towards the costs of a Regional Processing Centre for refugees

from Hong Kong.

On resettlement, have undertaken this year to accept 2,000 more

refugees from Hong Kong over next 3 years.

Very active diplomatically in search of comprehensive solution

to problem.

CHINESE SHOULD DO MORE TO HELP (FAC RECOMMENDATION)

Have already pressed Chinese on number of occasions to take

effective action to deter Vietnamese boat people from making their

way to Hong Kong. Results so far disappointing. But will persist

in our efforts.
