AGREEMENT WITH VIETNAM

Final

We have been negotiating with the Vietnamese for the orderly

return in safety and dignity of those who are not refugees.

details yet to be concluded.

No-one would be returned to Vietnam unless we were fully

satisfied that they would not be punished for having left, and that

the Vietnamese authorities were willing to allow their conditions to

be monitored to ensure that all was well.

ABANDONMENT OF FIRST ASYLUM

Object of our policy is to produce results which will ensure that

the situation in Hong Kong remains under control and principle of

first asylum can be preserved.

- But if arrivals continue at unsustainable rate and if specific

measures discussed at the International Conference do not begin to

produce early and effective results, then Hong Kong will simply be

unable any longer to maintain the policy of first asylum.
