Dear Foreign Secretary,

May I first of all offer you my personal congratulations and those of this Chamber on your appointment as Foreign Secretary. We wish you a most successful and rewarding tenure of office.

The Hong Kong General Chamber of Commerce is the longest established, most representative and prestigious Chamber in Hong Kong. It is akin here to the Confederation of British Industry.

In anticipation of your first visit to Hong Kong as Foreign Secretary, I am writing to see if it would be possible for you, sometime during your visit, to address a luncheon organised by the Chamber. May I suggest, as a theme, "Britain's Role in Implementing the Provisions of the Sino/British Joint Declaration". However, I would not wish to constrain you should you prefer such a platform to address an alternative subject.

Your audience would not be restricted to members of the Chamber, but would be open to members of our sister organisations in Hong Kong. Invitations would of course also be extended to members of the Hong Kong Government. The media would be invited to attend unless you expressed a wish to the contrary.
