I understand that there will be an opportunity after the meeting with the Home Secretary tomorrow to consider arrangements for the Secretary of State's forthcoming visit to Hong Kong, and in

particular the speech that he will be delivering there.

2.

I submit an outline of the speech. It is a first shot and

somewhat rough-hewn, but I hope it will serve to assist discussion

tomorrow.
