Telegram Distribution

I suggest that your Head of Registry Communications should prepare folders for each of the following: Mr Wall, Mr Peirce

(Private Secretaries), Mr McLaren, Mr Paul (FCO, Advisers), Burns, Mrs Mansfield (Master File). Telegrams addressed "Following for Secretary of State's party" should be circulated to all of the above. Telegrams addressed "Following for Private Secretary" should be distributed initially to both Private Secretaries. Telegrams addressed to individuals in the party should not be given any distribution within the party without the prior consent of the person to whom it is addressed. Telegrams in the folders should be secured by tags. The normal Government Secretariat distribution is not required unless of world or visit interest. You should consult the Private Secretary as to what category of telegram he wishes to be woken up for during the night (usually Flash or Immediate Deskby).

Hotels

4. It is always helfpul if someone from the British Trade. Commission can register officials beforehand at hotels. This is always appreciated by those officials who might not get to their hotel rooms until late evening. It would be helpful if a member of your staff could deliver (and collect later) heavy baggage direct to the bedrooms. Room numbers should therefore be obtained beforehand. I enclose a list of the delegations passport details etc to help you with registration.

COI Summaries and UK Newspapers

5. The COI daily press summary will arrive early each morning and should be circulated with the first distribution of telegrams to those listed in paragraph 3 above. I have arranged for 3 sets of UK newspapers to be flown out under the auspices of the Newspaper Publishers Association. Details of flight and airway bill numbers will be despatched by telegram.

Finance

(a) Subsistence costs for the FCO party should be charged to Vote Al (1) (U)(2). Costs for the Radio Technician and
