Briefing for the Prime Minister will take the form of a Private Secretary letter setting out UK and Korean objectives and then dealing, briefly and succinctly (see example attached), with individual topics. Contributions should provide a line to take, combined with essential background in a form which can be directly incorporated into the Private Secretary letter. The use of headings, highlighting and abbreviated "tirets" can help and is quite acceptable. Only if further background is absolutely essential, should it be annexed. This too should be very concise, ie no more than two sides of paper on each topic.

The Secretary of State's separate talks with the Korean Foreign Minister will cover:

Korea/EC relations and the prospects for 1992 Asia/Pacific cooperation.

Briefing for the Secretary of State will be in the standard format.

I attach a list of subjects on which I should be grateful for contributions by midday on Friday 10 November. If departments supply material for annexes could they please also attach discs (which will be returned).
