VISIT OF PRESIDENT ROH OF SOUTH KOREA: CALL FOR BRIEFS

President Roh Tae-woo of the Republic of Korea (ROK) will visit the UK as a Guest of Government from 27-30 November. He will have talks for one hour with the Prime Minister on the afternoon of Tuesday 28 November. She will also host a dinner for President Roh on the same evening. Other elements in the programme include lunch with The Queen on 29 November, and lunch hosted by the Lord Mayor of 28 November.

2. President Roh will be accompanied, among others, by Foreign Minister Choi Ho-joong. The Secretary of State and his Korean counterpart will hold separate talks in parallel with those between the Prime Minister and President Roh.
3. Our principle objectives for this visit are:

to encourage the Koreans to regard the UK as one of their principal political and economic partners in Europe;
to provide political support for British exports, including defence equiment, to Korea.
We have suggested to the Koreans that the talks at No 10 should concentrate on the following two main areas:

East/West relations
UK/Korea economic relations.
Under (a) the Prime Minister might brief President Roh on our assessment of developments in the Soviet Union and Eastern Europe and on the Western response. It would give President Roh the opportunity to describe Korea's efforts to develop a political and economic relationship with the communist world and to open up a dialogue with North Korea. Under (b), the Prime Minister will wish to press President Roh for greater access for British firms to the Korean market, where barriers still exist. A decision is imminent on the procurement of a new trainer aircraft for the Korean Air Force. British Aerospace's Hawk is a strong contender. The Prime Minister's intervention on behalf of Hawk could help tip the balance in its favour.
