HONG KONG

On Wednesday and Thursday, 23 and 24 August 1989

GENERAL

The five students were in Wales as part of a scholarship to enable them to study the structure of local government and its relationship with central government.

Their ages ranged from 19 to 25 but a mature outlook was common to all of them. They also proved to be very pleasant and well mannered young people. Their English was good and few problems were experienced.

PROGRAMME

Wednesday an initial tour of Cardiff and its environs was undertaken so that they would better understand the briefings to be given later. They also appeared to enjoy the tour.

Lunch with Brian Smith (Welsh Office) and David Preece (David Preece Partnership, Architects) proved to be useful, interesting and enjoyable.

Both gave

a good account of their professional involvement and answered many questions. Discussion also covered the forthcoming return of Hong Kong to China and the recent problems in China. David Preece has visited Hong Kong several times and is shortly to go there again as a member of a trade mission from Cardiff.

The visit to South Glamorgan County Council in their new offices in the dock area of Cardiff was very instructive. Moira Trezise gave a good presentation, including some slides which, because of the detail. and questions overran a little.

The presentation at Cardiff City Council by Marilyn Kemeny. more informal and given in the very impressive City Council Chamber. The sessions with David Goldsworthy (Deputy Electoral Registration Officer) and Cliff White (Registration Officer in charge of compiling the new Community Charge Register) appeared to be of particular interest to the students.

The day ended with an unscheduled visit to Cardiff Castle. This historic monument and tourist attraction is run by Cardiff City Council.

The Tour of Swansea's Maritime Quarter, including the leisure centre and museum (all projects or Swansea City Council) appears to have been as informative. Owing to over-running time in the morning the afternoon trip to Laugharne was cancelled so that sufficient time could be given to touring the Lower Swansea Valley area.
