Problem

When to start repatriating boat people from Hong Kong who are

not volunteers?

Recommendation

2.

I recommend that:

(a) we proceed on 2 or 3 December ie. after the Prime Minister's visit to Washington (23-24 November) but shortly before

the resumed session of SC3 on 4/5 December;

(b) we instruct HMA Hanoi to sign the Agreed Minute with the

Government of Vietnam immediately on the modalities of repatriating

the first group of non-volunteers.

I submit a draft telegram to Hong Kong and Hanoi accordingly.
