The Secretary of State was most grateful for Lord Glenarthur's minute of 17 January which he found an extremely useful summary. He has noted in particular the following points:
(a) The serious damage to our credibility if we are unable to act on our offer to take a further 1,000 boat people;
(b) The case of the wives and widows of war veterans;
(c) Lord Glenarthur's paragraph 15 about the problems of internal reconciliation in Cambodia;
(d) The question of ministerial visits to Vietnam.
All of these points should be followed through.
