Dear Mr Ambassador,
We, students and professionals from Hong Kong, residing in the United States, are deeply aggrieved and appalled by the Chinese military's massacre of unarmed and peaceful civilians in Beijing and the recent mass arrest of pro-democracy citizens.
We are particularly disturbed by reports that the British Embassy in Beijing denied Hong Kong citizens' plea for refuge from imminent danger of death or serious bodily injury during the massacre. Under international law, such denial of protection is contrary to the British Government's obligation to its crown colony.
It is also our understanding that the Chinese military regime is persecuting hundreds of innocent citizens solely for their participation in the pro-democracy movement. It is painfully evident that many more Chinese lives will suffer the same fate unless immediate political asylum is
available.
We respectfully urge the British Government to take immediate actions to ensure the safety of all Hong Kong citizens currently in China. In the same vein, we plead with the British Government to promptly authorize the Hong Kong Government to provide asylum to those Chinese dissidents who seek refuge in Hong Kong.
