Dear Andrew,

I enclose a copy of a letter we received (in front of the television cameras) from a group of demonstrators outside the Embassy on 13 June.

2. We did not promise a reply, but having read the letter I think it deserves one. I am happy to draft, but would welcome guidance (by 'phone or copy of existing material would be fine) on the points in the second and fourth paragraphs (ie were Hong Kong citizens turned away by our Embassy in Peking? What is our public line on providing asylum in Hong Kong to Chinese dissidents from across the border?)
