REVIEWS OF UK SALARY AND ALLOWANCES
At present Salary 'Top Up' is reviewed annually effective 1 January and "Frais" at Inspections or when COLA
is revised. This is not sensible when both DS salaries and local salaries are reviewed at other times. The gain to the officer may help to compensate for his exchange risk but this one function of the COLA trigger which could just as well apply to Governors. I would suggest therefore that both "Top-ups" should be reviewed whenever there is a change in any one of the basic elements.

DIPLOMATIC SERVICE ALLOWANCE
Officers on contract are not entitled to DSA, which is intended over a career to compensate officers for additional costs incurred as a result of overseas service and not otherwise reimbursed. Home Civil Servants receive a lower rate of allowance with a similar purpose which might be appropriate.

DS MEDICAL SCHEME
Contract Governors are not at present covered by the DS Medical Scheme. Medical costs are payable by the local Government. The question of whether or not they should now be included in DSMS, perhaps against recovery of costs from local Governments, requires further consideration. There seems to be no pressing need but on the other hand if the aim is to make the contracts equivalent to DS terms and conditions it would be logical to include them. MWU should perhaps look at this angle.
7. BOARDING SCHOOL ALLOWANCE
Contract Governors presently receive the lower rate of BSA applied to Home Civil Servants. I believe it has been understood all along that the change to DS terms would include an entitlement to the DS rate of BSA. Only one Governor at present has a child at boarding school.
