It would seem to us consistent with our overall aim of integrating contract governors within the DS system if they were to be granted DS terms with regard to annual leave (para 2 A d)) and recreational journeys. We are now anxious to press on with the so that the new package can be ready in place for the next contract governor appointed and before Mr Sainsbury meets the Governors at the HOMC in Barbados in early November. (It is quite possible that we shall soon be appointing a new contract governor of Montserrat who would be due to take up office in the Spring of next year.) Mr Magee has emphasised that PSD's comments should be regarded as recommendations, which require the consideration and endorsement of PPD and POD. Moreover, any new package of conditions of service for contract governors would need to incorporate provisions covering areas outside PSD's remit e.g. conduct and I discipline on which PPD is the lead department. should be grateful therefore for your advice, and that of Mr Pearce, on how things can, best be taken forward.
