GOVERNOR OF DEPENDENT TERRITORIES: DS TERMS FOR CONTRACT OFFICERS

You may be aware that as part of the process of bringing Governors' posts into the mainstream of diplomatic work, we are committed to extending DS terms of service to those DT governors who are employed on a contract basis. (I attach a copy of a paper on FCO administration in governors' posts prepared by WIAD last December, which was cleared with other interested departments and endorsed by Mr Eggar, Mr Fearn and Mr Tonkin, Paras 17-21 specifically cover the question of salaries and allowances.) In this way we plan to eliminate the many and deep-rooted anomalies which persist as a result of the current practice of contracting non-DS governors on OSAS terms.

2. This exercise is now well under way. Mr Magee's minute of 16 August (copy attached) sets out PSD's recommendations on how we might bring the salaries and allowances of contract governors into line with DS norms. Proposed changes are indicated in square brackets and cover the following:-

introduction of DS4 maximum salary at London rate (para 2 A a));
abolition of "inducement" (para 2 A h));
iii) abolition of FSA/COLA as currently calculated
under salary (para 2 A i));
