its assistance schemes to the Caribbean DTS. Mr Clements emphasised that if the DTS wished to make a convincing bid for additional FCO-funded assistance, Governors should pay particular attention to the drafting of full and clear annual objectives which effectively supported the case.

Item 2 Offshore Financial Sectors

The

Ms Brewer reported that following the Barlow Clowes affair, ERD was coordinating a review of the offshore finarial sectors in the Caribbean DTS. A Whitehall steering group had been set up to monitor the project. review was being conducted by Rodney Gallagher of Coopers and Lybrand who had produced the recent report on the financial service sector in TCI. The DT Governors had endorsed appointment of a Financial Adviser at the recent Bridgetown Conference, and DT governments had since indicated their agreement. The appointment had been annourred through an inspired PQ. Gallagher's timetable had slipped a little, as a result of negotiations over his fee. He had however started work in the Cayman Islands, and would be visiting the Bast Caribbean DTs immediately after Easter. He would present interim reports via ERD to the Whitehall steering group but was unlikely to present a full, final report until May.

5. Mr Hendry enquired whether the current wider review would delay the implementation of the recommendations following the earlier Coopers and Lybrand survey covering TCI only. Ms Brewer replied that the legislation resulting from the report on the TCI was still being finalised and would be checked against the recommendations of wider review before implementation.

Item 3 Adminstration of Governors

6. Mr January reported that the Administration of Governor's Posts paper had been discussed at the Bridgetown Conference. The Governors had broadly accepted the paper's recommendations on services. Some Governors though had questioned the wisdom of the proposed linkage between Governors' salaries and the existing DS grade bands, since in some DTs, the Governor's salary was fixed in direct relation to the local civil service pay structure. In addition, the Governor of the Cayman Islands had considered that the Administration of Governor's Posts paper had tackled the problem from the wrong end. He had produced his own memorandum on the qualities and experience necessary for candidates for Governorships, which WIAD had circulated to interested departments for comment.

7. Miss Robinson said that the ODA would welcome clarification concerning the reference in paragraph 16 of
