1. Mr January observed that the DTs had recently been incorporated into a number of assistance schemes from which, for no logically defensible reason, they had been previously excluded. Defence Department had agreed that the DTs were eligible to participate in UKMTAS training schemes, and would be recommending that during the next financial year the expense of DT participation should be covered from the UKMTAS Reserve allocation. The FCO Scholarship and COI visit schemes had also recently been extended to cover the DTs. Active consideration was being given to their inclusion in the Heads of Mission of Gift Scheme.

Mr January then reported on the recent conference at Bridgetown of the Governors of the Caribbean DTs and Bermuda. Several of the more important items discussed at Bridgetown (eg financial services, administration of Governors' posts, environment, corporal punishment) would be covered later in the DTLG agenda. In addition, it had been agreed at Bridgetown that bids would be submitted during the forthcoming Aid Framework Round for special assistance to the aid-receiving Caribbean DTs in two key areas, namely security-related activities and remedial work at airports. The Governors had endorsed the proposed pooling of seized assets as a means of funding the regional campaign against drug trafficking. There had also been important discussions on the 1987 Policy Review, on proposed assistance in the health sector, and on the state of the Caribbean prisons. WIAD now hoped to encourage further the involvement of the DTS in the mainstream of diplomatic life, by ensuring their participation in the forthcoming Caribbean Heads of Mission and CPA conferences, and at CHOGM.

3. Mr Clements said that Finance Department would be interested to hear whether the proposed UKMTAS provision for the DTS proved sufficient for their police training requirements. Ministers were currently considering the establishment of a special fund for this purpose. WIAD might also.seek to encourage the British Council to extend
