Recommendations for Hong Kong in "Fragments of Paradise"

Recommendation l(a): Effective protection is afforded Mai Po under

its Site of Special Scientific Interest (SSSI) status. Hong Kong

Government is presently considering a

grant of HK dollars 2 million to World Wide Fund for Nature (HK) for setting up captive wildfowl collection at Mai Po. (Clark (ESB)'s letter of 20 October 1988 to Miss Abbot-Watt gives further background as regards our position vis-a-vis Ramsar conservation).

Recommendation 1(b) : Coastal areas within country parks, e.g.

Kat O Chau, Double Island and Peng Chau Island in Mirs Bay and the

Sai Kung Peninsula, are protected under the Country Parks Ordinance.

In addition, Hoi Ha Wan (Northern Sai Kung) has recently been

designated an SSSI and the Country Parks Board is to give initial consideration to proposals ultimately aimed at introducing a type of "Marine Park" or "Marine Nature Reserve" at Hoi Ha.

Recommendation l(c) : The Hong Kong Government recently reviewed

their overall commitment under CITES and have made a number of

recommendations for changes in local legislation. One early result

was the Animal and Plants (Protection of Endangered Species)

Ordinance (Replacement of Schedules) Order 1988, which further

extended protection of CITES listed species. Other changes to principal legislation will be put forward in the current legislative

session.
