DEPENDENT TERRITORIES' ENVIRONMENT: "FRAGMENTS OF PARADISE"
General
The Hong Kong Government take their responsibilities for environmental protection very seriously. The Agriculture and Fisheries Department is the principal agency which carries out the responsibilities for areas covered by the "Fragments of Paradise" Report. The Report contains some inaccuracies and needs updating in
certain areas.
General Recommendations in "Fragments of Paradise"

No. 1 It is evident that the Hong Kong Government recognises the importance of wildlife conservation. Resources are allocated to the Agriculture and Fisheries Department who, as the recognised Hong Kong conservation agency, operate and review the mechanisms for conservation through its Conservation Division. Further, the Hong Kong Annual Report currently provides a detailed report on conservation activities and issues. This publication is obtainable from Her Majesty's Stationery Office, London as well as local and
overseas Hong Kong Government offices.

Hong Kong already has a statutory liaison group, the Endangered Species Advisory Committee, to co-ordinate action in furthering flora and fauna conservation. Appointments to this Committee are made by the Governor and ESAC currently includes two appointees who are members of WWF (HK).

No.3 The WWF (HK) formulates its own conservation priorities and exchanges information directly with Government to initiate action. ESAC normally acts as the liaison group. The present arrangement is considered adequate. It would be inappropriate in the light of necessary fiscal constraints and other policy area considerations to allow a non-government body to formulate territory-wide conservation priorities and to permit that body to directly initiate action.
