Annual Reports, Governor's reports to FCO of recent Legislative
Assembly meetings; Governor's quarterly security reports; the
annual current Budget and Throne Speeches, Governor's recent abl and valedictory despatches to the Secretary of State; the biographies of prominent people as sent to FCO; Cayman
to FCO; Cayman Free Press Yearbook and Business Directory; Tourist literature; Economic Development Plan; 5 Year Development Plan; any significant current reports; GIS fact sheets; and if at all possible, two or three working days with the
outgoing Governor, in Cayman. If this is not possible, the Governor should put together suitable confidential notes. Cayman's
Executive Council understands the need for a handover and its
importance for continuity: that the old protocol (one never has
Governor and his successor in the territory at the same time),

a DS Officer has probably never been

Assembly can be placid and volatile; ; it is broadcast live, and repeated in the evening; every word and inflection is mulled over.
