planning in Hong Kong will increasingly have to take the Guangdong factor into account, either through the provision of special facilities or by scaling up or bringing forward facilities which would in any case be required to meet domestic demand.

China has already implicitly acknowledged the role Hong Kong can play in the course of its economic development by placing three out of the four Special Economic Zones in Guangdong, with the most successful zone

being contiguous to Hong Kong. In addition, it has already double-tracked the railway between Shenzhen and Guangzhou, improved the roads in Guangdong leading to Hong Kong and enhanced the port facilities in the Pearl River Delta. Further expansion in all these areas is under

construction or planned. For example, the double-tracking of the Beijing-Guangzhou railway will soon be completed. This will considerably enhance its capacity and make possible even larger flows of goods between Hong Kong and east-central and northern China via Guangdong.

To ensure that Hong Kong has the capacity to handle the traffic flows generated both by the local economy and by the growing trade with China generally and Guangdong in particular, the Government has commissioned a series of studies to help it develop a strategy for the development of the necessary infrastructure. The preliminary indications are that the financial and physical resource requirements to provide the infrastructure needed to allow Hong Kong's economy to develop will be very considerable and thus it is essential

that the planning and timing of these developments are

soundly based.
