In order to counter the competitive pressures likely to be exerted on Hong Kong's manufacturing industries as a result of industrial development in the Guangdong, it is important that Hong Kong's products and production processes are upgraded and further diversified on a continuous basis. This is necessary to ensure that, despite their prices being higher, Hong Kong's products remain ahead of similar products from China in terms of quality. Even better would be for Hong Kong to come up with new products which avoided direct competitition with

Guangdong.

This need to accelerate the shift towards higher skills and more sophisticated processes has been recognised and is one of the factors behind the increased funding by Government of education and training on the one hand, and of services to encourage and facilitiate the adoption of more productive and sophisticated processes on the other.
