The Secretary of State has seen your submission of 21 June and Mr McLaren's minute of 22 June. He agrees with this package of recommendations and with Mr McLaren's glosses. He particularly agrees with Mr McLaren that it would be wrong for the Minister of State to visit China in August.
On World Bank loans, the Secretary of State agrees that it would be nice if we could maintain the principle of political neutrality in World Bank decision, and have the loans postponed on technical grounds. But if this is not possible, we shall have to breach the principle and postpone anyway, as President Bush intends.
Lord Young's Private Office have asked us on the telephone not to take too firm a position on the SBTC exhibition at this stage. The SBTC will have a meeting on 7 July at which they may well take a decision themselves to cancel. The Secretary of State agrees that they should be given the chance to do this.
As we discussed on the telephone, I should be grateful for a Private Secretary letter to Number 10 by 5 pm this evening on the package of measures that we propose, copied to other Ministers' Offices. You will wish to make the necessary amendments to the telegram to Peking.
