2. I enclose a copy of another brief I have prepared, this time a general one (ie In Confidence rather than classified) for the use of MPs

planning to visit China. My Head of Department has suggested that HKD may wish to make an addition to the draft. If so, I should be grateful for your comments by Friday 27 January.
